Phil contributes to multiple project tasks as an operational field expert, responsible for integrating technical analysis into operational practices and assisting teams in the development of near-term risk forecasts. He advises on the integration of risk forecasts into fire management and wildfire mitigation plans for investor-owned utilities, and also assists in on-the-ground validation of these forecasts. Phil is a 22-year veteran of the California Fire Service with robust experience in wildland fire suppression and mitigation. In addition, he has extensive experience in wildland fuels mitigation and is able to predict how the impact of wildland fires might be reduced through the use of prescribed fire. In his current work he provides guidance to a diversity of clients, including private landowners, nongovernmental organizations, tribal institutions, and federal, state, and local government agencies.
